[3,1] ML code generation

The [3, 1] code has register length r = 3, the code length N_c = 2^3 -1 = 7.
The [3,1] code can be implemented using the primitive polynomial h(x):




h(x) = x^3 + 0  + x + 1.

As can be seen h₁ = 1 and h₂ = 0.
